Webinar Description


Purpose. The Purpose of the Webinar is to provide training on the ATC-45 Field Manual: Safety Evaluation of Buildings after Windstorms and Floods. Webinar participants will be instructed on the contents of the ATC-45 Field Manual, which was published by the Applied Technology Council (ATC) in 2004. The ATC-45 Field Manual provides guidelines and procedures to determine whether damaged or potentially damaged buildings are safe for use after windstorms or floods, or if entry should be restricted or prohibited. The Field Manual gives advice on evaluating structural, geotechnical, and nonstructural risks, and suggestions on how to rate the safety significance of certain types of damage. The Field Manual also covers related topics of interest to safety personnel, including how to deal with owners and occupants of damaged buildings and field safety issues.

Intended Audience. The ATC-45 Training Webinar has been designed for building officials, emergency managers, engineers, flood plain managers and others frequently called upon to evaluate building damage after a hurricane or flood.

Webinar Duration. The Webinar will be held on Tuesday, July 23 from 12:00 pm – 1:30 pm EDT.

Professional Development Hours (PDHs). Each registrant of the ATC-45 Training Webinar will receive an electronic certificate documenting 1.5 PDHs. Each additional participant sharing the registrant’s computer may obtain PDH documentation for $5.

Training Webinar Handouts. Registrants will receive a hard copy of the ATC-45 Field Manual, as well as access to the electronic copy of the Training Presentation in advance of the Webinar. Additional copies of the ATC-45 Field Manual may be purchased through the ATC Online Store (www.ATCouncil.org).

 

About the Presenter


Webinar Presenter. William L. Coulbourne, P.E., ATC Director, Wind and Flood Hazard Mitigation, has 40 years of experience as an engineer and manager. His expertise includes building design, methods, materials and codes. He is experienced in hazard-related design and construction of wind and hurricane-resistant structures. Mr. Coulbourne is one of the primary authors of FEMA 55, Coastal Construction Manual, and the recently released ATC Design Guide 2, Basic Wind Engineering for Low-Rise Buildings. He is a member of the ASCE Standards Committees for ASCE 7 Minimum Design Loads for Buildings and Other Structures, the ASCE 7 Wind Load Task committee, the National Council of Structural Engineers Associations (NCSEA) Wind Load committee, and ASCE 24 Flood Resistant Design and Construction Standard.
